- Applicants must hold foreign nationality and have not previously held Republic of China (Taiwan) nationality:
- Applicants who simultaneously hold Republic of China nationality at the time of application should not have household registration in Taiwan.
- Applicants who previously held Republic of China nationality but no longer hold it at the time of application should have been without Republic of China nationality for at least eight years from the date of approval by the Ministry of the Interior.
- Applicants in the first two categories have never studied in Taiwan as overseas Chinese students and have not been allocated by the Overseas Joint Recruitment Committee for the current academic year.
Note 1: Applicants with foreign nationality who meet the following criteria and have continuously resided overseas for six years or more at the time of application may apply for admission.
Note 2: According to education cooperation agreements, foreign nationals recommended by foreign governments, organizations, or schools to study in Taiwan—who have never had household registration in Taiwan—may be approved by the competent education administration authority and are exempted from this regulation.
- Applicants who have Hong Kong or Macao status or qualify as overseas Chinese students:
- Residents of Hong Kong or Macao who have permanent residence qualification documents for Hong Kong and Macao, and have recently lived abroad continuously for more than 6 years, and comply with the provisions of Article 4 of the Hong Kong and Macao Relations Regulations, and do not hold foreign passports.
- Chinese students with foreign nationalities in Hong Kong and Macao—Chinese students with foreign nationality and permanent residence status in Hong Kong or Macao, who have never had a household registration in Taiwan, and who have recently resided in Hong Kong, Macao or overseas continuously for more than 6 years, can apply for "Overseas Chinese Students" Article 23-1 of "Returning to Study in China and Counseling Measures" to apply for admission
Note 1: Overseas Chinese students—Chinese students who were born overseas and have been living continuously to this day, or have recently been living overseas continuously for more than 6 years, and have obtained a permanent or long-term residence permit in the place of overseas residence. The identification of overseas Chinese students shall be carried out by the Overseas Chinese Affairs Competent Authority; the identification of Hong Kong and Macao students (including Chinese students with foreign nationality in Hong Kong and Macao) shall be carried out by the Ministry of Education.
Note 2: The recruitment of students from Hong Kong and Macao and overseas Chinese in this program is limited to those who have returned from overseas in the current year. The term "overseas" refers to countries or regions outside mainland China, Hong Kong, and Macao; the term "overseas" refers to countries or regions outside Taiwan.
Note 3: The term "continuous residence" means that the stay in Taiwan shall not exceed 120 days in each calendar year (January 1 to December 31), otherwise the stay will be deemed to be interrupted. The period is calculated back to 6 years based on the application deadline of this brochure. For the continuous residence and exclusion regulations, overseas students please refer to Articles 3 and 4 of the "Regulations Regarding Study and Counseling Assistance for Overseas Chinese Students in Taiwan"; Hong Kong and Macao students please refer to Articles 3 and 4 of "Regulations Regarding Hong Kong & Macao Students Undertaking Studies in Taiwan". Please attach supporting documents when registering to facilitate review.
Note 4: During the period when overseas Chinese students and students from Hong Kong and Macao return to their country to study, they are not allowed to change their status at will, unless otherwise provided by other laws. If you meet the qualifications of both foreign students and overseas students, please choose one status to apply for admission. Once you apply, you cannot change your status.
